Okay, here is my take on Black Ore- from the mad scientist of color and pigments.
As for being dupeable, yes you can come close to it- but not exactly. The closest of anything out there (and believe me I have been experimenting with all kinds of stuff) is Too Faced Shadow Insurance underneath Too Faced Galaxy Glams in Shooting Star.

Now, to use them, I also experimented a lot with them, and this is the best way to use Black Ore that I have found yet.
Get a 242 brush and dampen with water or mixing medium.
Put a good base on lid (Too Faced Shadow Insurance gave the very best results out of all that I tried).
Take the top off of container and dab the tip of the brush lightly on the plastic liner (bottom side) to get a granule of product.
Using the top lid, brush the brush back and forth a few times to work the product up into the brush.
Smooth onto lid, blending well.
I find that I had to do this a few times for full coverage.
I found a few things to combine it with that are lovely- and just today I put Night Light pigment with it which looked very opulent.
The Solar Bits stayed on me all day and through exercising and everyting- and did not crease or fade- even with light watery eyes.
I had no fallout using that method of application either.

This stuff has an extra punch over even the dupe that I made of it. It is very rich looking and definitely worth having for special occasions and that extra something that most other shadows/pigments do not have.
It also goes well with Reflects Gold (the sheer gold one- not the antique or opaque one).
