Yes, Fresh Beige is darker in the dry/normal skin formula than in the oily/combo.
I love love love this foundation, have tried many shades of it. But I did notice the difference in the shades with the same name in the two formulas. So I have to be careful, because I like both.
For reference, I'm NC35-40 (when tanned) in SFF. Still NC35 at this moment, I am staying out of the sun! I have used:
1. Toast --both formulas: way too dark, I know, but I tone it down with moisturizer for those days I want something more refreshing on my face.
2. Rich Tan--combo/oily: still a bit darker, maybe for summer.
3. Natural Tan --got them on both formulas too: It is a nice neutral match, juuust a tad dark. I make it my perfect shade with Loose Powder. OH, Natural Tan in the combo/oily formula is much lighter than the one for dry skin.
4. Fresh Beige in the dry skin formula: this looks pink on me when I have my picture taken, so I mixed it with a few drops of Toast and get a perfect shade.

I don't think there is an exact shade for me. I have read many of your recs so I guess that in the next BOGO sale I will get Golden Beige(too light for me, but could use it to mix it with other shades I already have). I think it will be great to mix it a bit of Toast or Rich Tan.
I will keep buying this foundation because it has worked better for me than SSF--doesn't make my face itch so much, lasts longer, excellent coverage and does not transfers to shirts (huge plus! SFF goes everywhere, omg!) and stays in place even in the most humid conditions. And I rarely use concealer when I use this foundation.
